WebGrab! is not an offline-browser but rather a tool for webpage and ftp element downloading.

Download parts or an entire webpage to disk
Save E-mail addresses directly to a text file from a page
Indexes FTP sites, simply enter an ftp address and WebGrab! will index (list) entire ftp site for you listing all files on the site.
